Vodafone and AST SpaceMobile announced a joint plan to create a European-led satellite constellation aimed at delivering direct satellite-to-smartphone connectivity across the continent.

The constellation’s operations centre will be located in Germany, with sites near Munich or Hannover being considered. Managed through a joint venture, the project will provide secure connectivity for mobile network operators, as well as public protection and disaster relief services across Europe.

The system will include a “command switch” for secure oversight within Europe, ensuring encrypted communications and regional satellite control.

The move comes amid growing demand for broadband in underserved regions. The satellite-to-phone market could exceed $10 billion by 2033, according to consulting firm Novaspace.

The announcement follows SpaceX’s Starlink deal with Veon, which could give the U.S. firm access to 150 million users. AST SpaceMobile, currently operating six satellites, aims to deploy up to 60 by 2026, when commercial operations for the new European constellation are expected to begin.

Vodafone CEO Margherita Della Valle said the project will deliver a “sovereign satellite solution” to give Europe’s operators secure and independent satellite communications, complementing existing terrestrial networks.
