The European Commission is set to open formal proceedings against Elon Musk’s AI chatbot Grok on Monday under the EU’s Digital Services Act, according to a report by Germany’s Handelsblatt citing three senior EU officials. The move would mark a significant escalation in regulatory pressure on Musk’s artificial intelligence venture, xAI, as European authorities intensify scrutiny of generative AI services operating in the bloc.
According to the report, the proceedings could lead to tougher measures aimed at forcing the withdrawal of Grok from the European Union if compliance issues are not resolved. The Digital Services Act gives the Commission broad powers to investigate and sanction online platforms deemed to pose systemic risks, including the spread of illegal or harmful content and failures to meet transparency obligations.
The potential action against Grok follows a wave of regulatory interventions across Europe and beyond, as governments seek stronger safeguards around AI tools capable of generating text and images at scale. If confirmed, the case would further test how strictly the EU plans to enforce its landmark digital rulebook on emerging AI technologies.
